In the last few years the governance of migratory movements has grown ever more complex and this has required new public policy models both at the supranational and at the subnational level, in which a stronger role for the Third Sector is central, above all at a local policy level. The multi-scalar structure of the processes of globalization [Sassen, 2007] and the related dynamics of political rescaling [Brenner, 2001] call for an revamping of traditional hierarchical scalar models of political power, and also form the background from which to view and interpret contemporary regulatory processes for migration. This work is based on the hypothesis that local differences in the strategies for integrating migrants are not the result of a weaker role played by the Nation-State, but are, above all, the expression of a new form of interaction with, and perception of, migration on the part of both public institutions and the Third Sector operating at a local level.
