This paper provides a short description of the connection between globalisation and economic migrants, analysing the Italian case in the light of migration studies acquisitions. It focuses, moreover, on ethnic business and “ethnic networks” concepts, analysing their good points (occupational inclusion of immigrants into local labour markets and positive effects on local development) and their limits (stagnation of immigrants in unqualified jobs and development of perverse networks and “job stigmatizations”). The paper analyses, as well, different models of territorial governance and argues that an adequate “immigrant labour system” (programming of the immigratory flows and local policies) should take into account the role of public institutions and the services promoted by the employment agencies (Third sector included): their logistic and informative help, including introduction to employers, integrates and accompanies ethnic networks activism. The paper, therefore, pinpoints the gaps of the “Italian immigration system” (“administrative overlapping”, low concertation degree, ...), taking into account these different elements.
