As outlined by Fulton, the singular loci of Schubert Varieties are closely connected to those of a special sort of Rank Varieties, namely the ones associated with permutations. In this paper the author introduces a purely combinatorial property of subsets of N2 that governs the geometry of Rank Varieties under various aspects, thus allowing to determine the Singular Loci of any sort of Rank Varieties over an arbitrary regular ring via an essentially self-contained approach.
