In the regeneration processes of degraded urban areas, basic choices are outlined in the planning stage, trying to identify prioritized interventions, critical issues and persons to be involved in decision making. The actions of decision makers are often non-transparent processes that exclude the people of the community and do not emphasize rational procedures of choice. In many cases this leads to conflicts, dissipation of resources and administrative bottlenecks. This paper proposes to support the decision-making process of planning with a multidimensional evaluation, introducing the criteria and techniques of participation in its basic operational framework. The procedure is tested on a group of depressed areas in the City of Rome, in order to evaluate the most critical issues in relation with the interests of different stakeholders, for different criteria and based on the point of view of the community.
