Over the last fifty years, the globalization of economy and trade has produced a need to coordinate the activities of police and judiciary authorities in different countries and to harmonize criminal laws. One cannot deny that the EU has taken some significant steps in this direction. However, the identification of some general, guiding principles of criminal law raises new issues, particularly as it shifts from the scope of criminal policy to criminal dogmatism. In this work, the Author traces how the development of some significant principles of criminal law has already begun in the case law of the Court of Justice of the European Union.
